Who we are
The Community Watch Forum of Liberia (CWFL) is a national community-based volunteer organization established in 2010. From our national secretariat at the Liberia National Police Headquarters Community Services Section in Paynesville, we organize, train and coordinate community watch teams in neighborhoods across Liberia's fifteen counties.
Our members are ordinary residents — traders, teachers, students, elders — who volunteer to keep watch over their own communities. They observe and report suspicious activity through agreed channels, support awareness campaigns, and help mobilize neighbors around practical safety measures. CWFL members are not police officers: they carry no weapons and make no arrests. Their strength is presence, organization and trust.
Since our founding, CWFL has worked in structured partnership with the Liberia National Police, government ministries, county administrations and development partners. Every registered member holds a unique membership number and QR-verified identity record, so authorities and partners can instantly confirm who genuinely represents the Forum.
