Organize and support community watch structures in all fifteen counties of Liberia.

Strengthen trust and cooperation between communities and the Liberia National Police, particularly the Community Services Section.

Train volunteers in crime prevention, observation and reporting, conflict de-escalation and human-rights-respecting practices.

Maintain a reliable national membership database with verifiable identification for every registered member.

Promote civic education on the rule of law, citizens' responsibilities and peaceful dispute resolution.

Support early-warning communication between communities and security institutions during emergencies.
- 7
Encourage the participation of women and young people in community safety leadership.
- 8
Partner with government ministries, county administrations, NGOs and international organizations on community safety initiatives.
