Five coordinated tiers connect every neighborhood watch team to the national secretariat.

National Secretariat
Sets national policy, maintains the membership database and identity system, and coordinates with ministries, the LNP and international partners.

Regional Coordination
Five regional coordinators link the national secretariat with county chapters and harmonize cross-county activities.

County Chapters
A coordinator in each of the fifteen counties supervises district structures and liaises with county administrations and LNP detachments.

District Structures
District coordinators organize training, membership registration and reporting across their communities.

Community Watch Teams
Neighborhood-level volunteer teams — the heart of CWFL — who observe, report and mobilize residents for safety activities.
